Resource and environment constraints are generally considered to be the important reason for dilemmas of industrial clusters，but there is little literatures researching the effect of enterprises’ cognitive biases and behavior biases on dilemmas of industrial clusters in the process of clusters. Therefore，on the basis of questionnaire surveys conducted in 162 enterprises in clusters of Jiangsu Province，this paper empirically studied the effect of enterprises’ cognitive biases and behavioral biases on dilemmas of industrial clusters using the method of structural equation model. The results showed that：（1）compared with resource and environment constraints，enterprises’ own cognitive biases and behavioral biases are more important causes that lead to dilemmas of industrial clusters；Compared with enterprises’ own cognitive biases，enterprise’s own behavior biases are more important factors that lead to dilemmas of industrial clusters；（2）in the mechanisms of the effect of cognitive biases on dilemmas of industrial clusters，resource and environment constraints are important intermediary variables，and the effect of the intermediary variables on dilemmas of industrial clusters cannot be ignored；（3）in the mechanisms of the effect of behavioral biases on dilemmas of industrial clusters，resource and environment constraints are not important intermediary variables，and the effect of the intermediary variables on dilemmas of industrial clusters can be ignored.
