The Marriage Registration Regulation is an important part of Marriage Law. As its essence is national public power intervention into the field of private laws，the marriage registration relates to the happiness of every family. The marriage registration services are more standard and more convenient and have had a positive impact on the society after the Marriage Registration Regulation newly issued in 2003 replacing Regulations on Management of Marriage Registration issued by Ministry of Civil Affairs. But at the same time，the simplicity of marriage and divorce procedures also cause hasty marriage，divorce at will and void marriage etc. in real life，which brings about great challenge to traditional concepts of marriage and family and causes deteriorating honesty crisis. The existing marriage registration regulations are unable to meet social requirements and not beneficial to guidance and protection of marriage and family relationship due to its formalized examination and certification procedures，powerless marriage publicity，ambiguous de facto marriage positioning and lack of mediation（hesitation）time in divorce etc. This paper has put forward suggestions on “marriage publicity”，“divorce meditation”，“de facto marriage correction” in terms of the problems existed in Regulation in force for the purpose of further improving marriage registration regulations in China and making contributions to build harmonious and happy marriage and family relationships.
