To complete the task of basic solving of Hard-to-Execute，led by the Henan High People’s Court，two levels of Courts in Shangqiu establish the basic frame of reform of uniform management in executing work，follow the basic working principle of uniform leading，uniform management，uniform commanding and uniform cooperation in the executing work of two level of courts in the whole city，include staff management，case handling，executing，executing guarantee，linkage commanding into the scope of uniform management in executing work to improve the efficiency of executing work，relieve the problem of not have enough people to handle cases and provide a firm guarantee for basic solving of the problem of Hard-to-Execute.
