Difficult execution is being solved at the level of macroscopical mechanism and system measures in China，but the result is not good. The reason includes wrong executive idea，non-perfect case withdrawal system，low informatization level，outdated technologies，non-standard execution mechanism，incomplete executive law，unclear responsibilities and worse cooperation degree of cooperative units. In order to solve the abovesaid problems，we should distinguish the difficult execution and unaffordable execution，consummate the withdrawal system of unaffordable execution，enhance the informatization and intelligence level of execution，improve legal systems and normalization of execution，strengthen punishment for breach of good faith，strictly investigate legal responsibilities，and clarify the duties of cooperative units whose performance are guaranteed by CPC’s disciplines and national laws.
