The raising of residents consumption is even more necessary and urgent after the world financial crisis. In our view，to solve these problem，we must start from the distribution of income and the tax system，through transfer the part of income which should be owned by public from the corporate sector，and then by raising social security spending to the low-income class，reducing income tax to middle-income class，truly to improve the population’s disposable income，reduce the savings and increase consumption. This paper is necessary to these issues for further analysis.
