From the reform and opening up，China have implemented regional development strategy of the eastern part of the first，developing the west，rebounding northeast China，and growing central China，the comparative advantages of various regions have been varying degrees of play. Group as the core city-regional development pattern has basically taken shape. In the future，China will form the core of “Eight economic circle”. Based on the analysis of this view，we can made the following recommendations：First，research and the preparation of spatial planning should be put on the agenda；Second，it is necessary to speed up the reform of household registration system and the social security system to promote the adjustment of spatial population structure；Third，reform the financial transfer payment systems accelerate the equalization of basic public services；Fourth，establish eco-compensation mechanism，jointly safeguard the ecological environment；Fifth，strengthen the international sub-regional cooperation to promote economic and social development in border areas.
