During the 12th five-year plan，Henan adjusted the development structure through attaching importance to quality and elaborate projects，creating animation high-way network and expanding industries into the mode of diversified and integrated development. Nowadays，Henan has led the middle and the west in animation industry，and has steadily stood on the second square of Chinese animation industry. However，there still existed some problems，for example，the industrial transition was not as fast as expected under the single agglomeration，brand-making met resistance because of lacking creativity and market awareness，and the talent cultivation couldn’t keep up with the current development as well. Suggestions are promoted as follows：the animation industry of Henan Province should adopt industrial transformation to promote industrial integration，use innovation and creation to set up cooperation between enterprises，make brands to dig out resources，follow up the market guide to perfect policy design and create educational idea to improve talent construction system.
