住宅专项维修资金政策是住宅商品化、市场化后,保障住宅处于正常持续使用状态的一种长效机制,也称为住宅的“养老金”。然而,正是这样一个“好”政策却在当前实践中遭遇了一系列问题。造成住宅专项维修资金产生一系列问题的原因既包括政策本身的缺陷,也涉及管理体制滞后、业主主体性不强、物业服务企业越轨、与相关法律法规不配套等多方面因素。因此,建议从住宅专项维修资金政策纵向、横向和过程三个维度加以完善,以发挥其效率性、公平性,为业主营造和谐宜居、可持续的居住环境。
<<The policy on special fund for housing maintenance is a long-term mechanism which took shape after the commercialization of housing,to ensure that it is kept in normal and continuous use,in this sense it is also called “the pension of housing”. But such a good policy has been challenged by a range of problems in practice. The difficulties that perplex the special fund for housing maintenance include the deficiencies of the policy itself,as well as the outmoded way of administrative system,the reluctance of the house owners to take initiative,the transgression of the realty service providers,the poor alignment with relevant laws and regulations,etc. In consequence,this paper suggests improving the policy in three dimensions,viz. the vertical one,the horizontal one and the process,with a view to bringing into play its effectiveness and fairness for the creation of a harmonious,livable and sustainable living environment.
