城市更新改造过程中,对丧失部分城市功能的老旧住宅区进行更新,有助于提升城市功能,完善城市发展格局,提高居民生活质量。北京市的旧城更新政策和实践自20世纪80年代以来取得了诸多成绩,也经历了一些调整和变化。本文以北京南城某地区从危改到棚户区改造的政策变化为例,通过第一手的民意调查资料,展示了该地居民的综合生活状态,以及对旧城更新过程中征收补偿和安置环节的看法和期待。基于调查发现,结合北京市目前的法规政策,本文对棚改过程中需要注意的问题进行了系统分析和深入思考,尝试为更好地推进京津冀协同发展背景下的北京城市更新工作提出一些建议。
<<In the process of city rehabilitation and transformation,the renewal of the old residential quarters that have lost some of the functions will contribute to improving city function,promoting the pattern of city development and raising the living standard of the residents. The renewal policy and practice of the old parts of Beijing have achieved a lot since 1980s,though they have undergone some adjustment and change. This paper,taking the policy shifting from renovation of a deteriorated building to reconstruction of shanty towns as an example,illustrates the general living conditions of the local residents and their views and expectations of compensation for expropriation and of re-installment,as are reflected in the result of the poll. Based on the findings of the enquiry,this paper,in combination of the existing policies and regulations of Beijing,systematically analyzes and thoroughly ponders the notable problems arising from the reconstruction of shanty towns,and attempts to offer some advices with a view to facilitating the renewal of Beijing City against the background of synergistic development of Beijing,Tianjin and Hebei Province.
