2016年北京市劳动关系继续保持总体稳定。但受经济下行、传统产业疏解、新兴业态用工方式多元化、供给侧结构性改革、全面“二孩”政策等多种因素影响,部分中小微企业生产经营困难,工资提升空间不足;部分职工下岗失业,再就业压力较大;女职工权益维护面临新挑战;集体劳动争议数量上升明显。2017年首都政治活动密集,全市劳动关系更为敏感,要用好用足职工分流安置各项优惠政策,加强对外迁职工的维权和服务,进一步完善劳动关系群体性事件预警机制和劳动关系协调保障机制。
<<In 2016,the labor relationship remained generally stable in Beijing. But,being affected by quite a few factors,such as the economic downside,the evacuation of some traditional industries,the diverse patterns of employment in the emerging industries,the structural reform on the supply side and the policy of allowing two children for each couple,some small and micro-business were confronted with operational difficulties,as a result,there left inadequate room for rise in wages;some employees lost their job and were under relatively heavy pressure in re-employment;the rights and interests of female employees faced new challenge;collective labor disputes increased markedly. In 2017,many political events take place in Beijing,making the labor relationships across the city even more sensitive. The variety of preferential policies concerning the relocation of employees and the reemployment of laid-off workers should be made the best of,so as to promote the rights-protection for the relocated workers and the service to them. Early-warning mechanism for mass event of labor-relationships and coordination and protection mechanism of labor-relationships should be further improved.
