The special status of Beijing and the public image of Celebrities，resulting in the cases of Celebrities Taking Drags in Beijing really stands out，and causing extremely bad social impact.However，the strong administrative penalties and criminal sanctions did not effectively reduce the high incidence of such deviant behavior. Through the statistical analysis of cases of Celebrities Taking Drags in Beijing in recent years，we can find that the occurrence of this kind of deviant behavior have many incentives. Hence，governing this type of deviant behavior should be based on the construction of three-dimensional social security prevention and control system for guidance，make use of various measures to reshape normative consciousness for deviant artist，and create a good social environment.
