The management of areas with severe deterioration of public safety is a comprehensive project which stands for one of the many priority of the bottom government. The government of Haidian District of Beijing has made great and in-depth effort in this project in which its work is based on the concept of by the people，for the people and keeps the disturbance away from people and insists on the tenets of systematic，comprehensive，origin-oriented and legitimate management. The problems of the project are as follows：the mechanism of unified law enforcement of multiple agencies should be strengthened，the social foundation should be broadened，the function of orientation should be enhanced and legislative demands should be met. To solve these problems，innovation shall be adhered to and rules shall be specified and made concrete. The mechanism of unified law enforcement shall be improved and systems shall be reorganized to its best performance. The channel of social participation shall be multiplied and legal research shall be made.
