Heping Street has consistently attached great attention to the cultivation of social organization. Through various effective methods，such as sound mechanism，integrate local resources and create the featured brands，they explored many valuable practical experiences. Evidence from a survey about the four street-based communities reveals social organizations with distinctive features which have been cultivating by every community on the basis of its advantages. Although the features and functions are distinguishing，all of these organizations play a vital role as a buffer zone in the field of social governance. Focusing on the defections of cultivating social organizations at this stage，the paper makes the attempt to propose relevant solutions and suggestions according to the future plans of the street.
