This article is basing on the empirical research of four non-governmental social work organizations from the perspective of “top-down” and “bottom-up”. The paper try to grasp the skeleton of the non-governmental social work service agencies to participate in social governance and delve into private social work service agencies in Beijing how to participate in social management process and content，as well as try to clarify the interactive relations between the non-governmental social work service agencies and various social governance subject，and summarize the mode of Beijing Area. Based the study we found that the mainly way for local social work service agencies participating in social governance is also the process to coordinate the relations between social governance stakeholders. The ultimate purpose is to construct the pattern of multivariate-collaborative participatory governance by promoting partnership between different subjects.
