本报告运用文献分析和半结构式访谈的方法,以笔者对北京市四家民办社会工作机构的经验研究为基础,从“自上而下”与“自下而上”的角度把握民办社会工作服务机构参与社会治理的脉络,深入探究北京地区民办社会工作服务机构参与社会治理的过程和内容,厘清民办社会工作服务机构与各社会治理主体(政府、社区居委会、社区居民和慈善公益组织)之间的互动关系,尝试总结北京民办社会工作机构参与社会治理的模式。通过研究发现,北京民办社会工作服务机构参与社会治理的过程实则是协调各个社会治理利益主体关系的过程,其最终通过促进各主体之间合作伙伴关系的达成,构建多元协同的参与式服务治理格局。
<<This article is basing on the empirical research of four non-governmental social work organizations from the perspective of “top-down” and “bottom-up”. The paper try to grasp the skeleton of the non-governmental social work service agencies to participate in social governance and delve into private social work service agencies in Beijing how to participate in social management process and content,as well as try to clarify the interactive relations between the non-governmental social work service agencies and various social governance subject,and summarize the mode of Beijing Area. Based the study we found that the mainly way for local social work service agencies participating in social governance is also the process to coordinate the relations between social governance stakeholders. The ultimate purpose is to construct the pattern of multivariate-collaborative participatory governance by promoting partnership between different subjects.
