Currently，after-class care of primary school students in Guangzhou has many problems like non-standardized market development，danger hidden places，a shortage of guarantee of food safety and pick-up process，and other nuisance problems，which are resulted from a serious deficiency of policies and laws in relevant fields，benefit maximization of after-class care agencies and ambiguous responsibility division of functional departments. In regard to this，it recommends to learn from the advanced experience of other cities，and to adhere to the main role of the school custody，supplemented by the off-campus custody，so as to improve the quality of custody on the school level on one hand，and to strengthen the management of off-campus custody on the other hand，creating a Guangzhou-based after-class service management system for primary school students.
