In recent years，China has established a relatively complete social assistance system to guarantee the basic living of people in straitened circumstances. Currently，however，the social assistance system uses “income” to identify target people without considering rigid spending factors of families. By analyzing and studying social assistance，guarantee situation and expenditure demands of low-and-middle income residents，the essay put forward suggestions and implementation approaches to the construction of an aid mechanism for spending poor.
