Internet，the integration and development of information and communication technology（ICT），is accelerating the innovation and transformation of the service paradigms，which has been and still altering the lifestyles，the social organization and social formation. In corresponding，numbers of follow-on problems emerge in the process of urbanization. To solve these problems，the concept of smart city，upgrade by online public service，has been put forward. The smart city construction makes full use of the big data，which could realize urban innovation management effectively.
