近些年,量子技术在世界领域内高速发展,美国、中国等国家已经在该领域取得了一系列以实用型量子计算机及量子通信卫星为代表的重要成果。2016年5月17日,欧盟委员会数字经济与社会委员古泽·奥廷格在欧洲量子会议上正式发布了《量子宣言:技术新时代》(以下简称《宣言》)。《宣言》是欧洲“数字化单一市场”系列政策的组成部分,旨在呼吁发起一项总投资额达10亿欧元的欧洲量子技术倡议,以确保欧洲在正在发生的技术革命中处于领先地位。这一举措不仅体现了欧洲(欧盟)主动把握世界局势、立足自身优势、通过“数字化单一市场”战略有序向欧洲各国和欧洲以外的经济体扩张的战略思想,也标示着量子领域的多边竞合关系正在逐步形成。在此背景下,我们对《宣言》的主要内容进行了摘译,以期对我国的量子领域科研战略制定和科研项目设计起到一定参考作用。
<<For the past few years,quantum technologies have developed rapidly around the world,countries like US and China have already made a series of important breakthroughs such as practical quantum computer and quantum communication satellite. On 17 May 2016,the EU Commissioner for Digital Economy and Society Günther Oettinger officially released a document called “Quantum Manifesto:A New Era of Technology” at the Quantum Europe Conference,Amsterdam. The “Quantum Manifesto” is part of “digital single market” policy series. It is a call to launch a € 1 billion flagship-scale initiative in quantum technologies,to ensure Europe’s leading role in a technological revolution underway. The announcement of “Quantum Manifesto” not only reflects EU’s strategic intents to grasp the initiative in the current international situation,to give full play to its relative advantages and to expand its own force by carrying out “digital single market” strategy inside and outside Europe,but also marks the formation of multilateral competition Relations in the quantum field. In this context,we extracted and translated the main contents of “Quantum Manifesto”,hoping to provide references for China’s design of its quantum R&D strategies and projects.
