供给侧结构性改革是经济发展“新常态”下,中国发展理念和发展战略的重点,不仅对引领经济领域的改革举足轻重,也是中国海洋文化产业转型升级的必然要求。现代人们文化消费的转型升级,政府的针对性政策不足,以及海洋文化产业的创新驱动力的缺乏,致使中国海洋文化产业消费需求增长不力,而导致了海洋文化产业供给增长不足,供求动态结构失衡,阻碍了海洋文化产业的健康可持续发展。因此,需要通过培育海洋文化产业消费新增长点、提供海洋文化精品、完善海洋文化市场机制等措施来实现海洋文化产业的转型升级。
