本文梳理了通关一体化改革以及相关公共治理理论的相关研究，并对一体化通关的理论基础进行了阐述，在理论探讨的基础上，就如何在协同治理理论、整体性治理理论以及网络治理理论的背景下展开通关一体化改革，进行了路径研究，并提出了构建通关一体化的评估指标体系。最后，对通关一体化改革的发展趋势进行了展望。
<<The paper reviews the study on the integrated customs clearance andpublic governance theory and elaborates on the theoretical basis of integrated clearance. Based on the theoretical summary，the paper attempts to find out a pathway of integrated customs clearance under the background of collaborative governance theory，holistic governance theory and network governance theory，and then draws out the measurement indicator system of integrated customs clearance. In conclusion，the paper discusses the trend and development of integrated customs clearance in future.
