This paper analyzes the status and function of the budget review and supervision of the People’s Congress in promoting the modernization of state governance system and governance ability. It summarizes the exploration practice and experience of the budget review and supervision of Guangzhou Municipal People’s Congress in recent years，and analyzes the main problems. Then it puts forward to further strengthen the NPC budget review and supervision of the recommendations.
