It is mainly manifested in the lack of core technology and competitiveness，the high dependence of key components and components，the outstanding product quality problems，the low level of international business management，the extensive development mode and so on. Aiming at the problems of large scale but low competitiveness，structure completed but not quality in Henan Industrial，the government put forward for the first time that Henan will speed up the construction of “advanced manufacturing province” in the government work report 2014. In the tenth Party Congress report in 2016，moving from manufacturing province to the construction of “advanced manufacturing province” of the target put forward. Manufacturing services is an important way to enhance the competitiveness of the manufacturing industry in Henan，to lead the high-end service is to become the only way which must be passed of manufacturing province.
