随着协商民主的出现为理论研究注入活力,经验研究已为治理领域中的这种规范性研究范式开辟了一个新的研究前沿。特别是,探索基层协商民主在治理中的作用,有助于激发各种值得令人关注的见解,从而使有能力参与协商治理的普通公民更好实现其政治生活的转变。瑞士因其知名的直接民主制度及其对政治参与创新的不懈努力,为我们提供了良好的经验借鉴。因此,该研究首先寻求提供一个理论性探讨,以确立协商民主和治理之间的重要关系。接着通过对瑞士案例的深入挖掘,来探讨近期出现的协商参与实践案例。通过考察基层协商民主在治理中的作用,瑞士经验对此持审慎观点,即协商民主和治理的交叉互动,是如何在改善治理的过程中,对话语参与的潜在影响做出预示的。
<<While the advent of deliberative democracy has rejuvenated the theoretical terrain,the empirical emergence of this normative model in the field of governance has opened up a new frontier of research. In particular,exploring the role of grassroots deliberative democracy in governance can shed interesting insights with regards to the transformation of political life for ordinary citizens who are able to participate in deliberative governance. Switzerland,with its reputable direct democratic system,and continuous pursuit of participatory political innovations would be a fascinating example to gain lessons from. This paper therefore seeks to first provide a theoretical discussion establishing the important linkage between deliberative democracy and governance,and then delves into the case of Switzerland to examine the recent emergence of deliberative participatory practices. By looking at the role of grassroots deliberative democracy in governance,the Swiss experience yields critical perspectives regarding how the intersection and interaction of deliberative democracy and governance could inform about the potential effects of discursive participation in improving governance.
