Centered on the innovation of social governance system and realization of mass organization’s political，advanced and mass nature，Sichuan provincial mass organizations carried out a series of practical exploration. The pilot city Luzhou has boldly promoted mass reform and innovation at grass-roots level，built service platform based on the needs of the people in order to provide them with accurate services. This case offers valuable experiences which are worthy to be summarized.
