2014年发布的《国务院关于进一步推进户籍制度改革的意见》（以下简称《意见》）明确了在建制镇和小城市、中等城市、大城市，以及特大城市落户的户口迁移政策，同时确立了到2020年户籍制度改革的发展目标。四川省按照国务院《意见》的部署，结合地方实际，确立了有序推进农业转移人口市民化、基本建立新型户籍制度的总体目标，并进行了一系列卓有成效的探索。
<<Opinions of the State Council on Further Promoting the Reform of the Household Registration System officially released on July 30，2014. In the opinion，it clarified the policy of household registration in towns，small cities，medium cities，big cities and large cities，and established the development target of household registration system reform in 2020.
According to the deployment in the State Council “Opinion” and combining with local reality，Sichuan Province have established the overall goals compelling orderly agricultural population to urbanization and setting up basically New Household Registration System，and have carried out a series of fruitful exploration.
