PPP model establishes a win-win partnership for the provision of public goods and public services by the right and obligation are defined by signing a contract between the government and the private sector，to be able to achieve better results than expected. At present，Henan is promoting the construction of PPP projects through the establishment of a variety of funds. However，the new PPP project cash flow is still not able to achieve the fund principal and interest income. In this regard，this paper puts forward such suggestions as strengthen ing top-level design，improving the legal system，carrying forward the spirit of the contract，enhancing the credibility of the government departments，support financial intervention，playing the role of financial services PPP project，pay attention to education and training，strengthening the training of professional and technical personnel；providing reference for promoting the development of PPP model in Henan.
