省际交界地区的城市发展曾经被边不断缘化，加剧了区域发展的不平衡。近年来省际交界地区的发展问题受到政府层面和理论界的高度关注。本文通过分析省际交界地区城市提升发展的障碍制约因素，以商丘、信阳等城市为例提出了省际交界地区城市的功能定位，并提出了省际交界地区城市提升发展的具体对策建议。
<<In the past，the urban development in the provincial border regions has been marginalized，which has aggravated the imbalance of regional development. In recent years，the development of provincial border regions have been highly concerned by the government and theoretical circles. This paper analyzes the obstacles restricting the development of cities in the provincial border regions，Taking Shangqiu and Xinyang as an example，the paper puts forward the function orientation of the cities in the provincial border region，and puts forward the concrete countermeasures and suggestions for the development of cities in the provincial border regions.
