With relatively higher proportion of agriculture，bigger rural population and poorer industrial basis，traditional agricultural district becomes the weak link for Henan Provinceto scientifically promote new urbanization. Nayang，Zhumadian，Xinyang，Zhoukou，Zhumadian and Shangqiu are the Traditional agricultural district cities（TADC） in HenanProvince，which are in the traditional agricultural district and with features above. In this paper，it deeply discusses first on the significance for Henan Province to realize the leapingdevelopment of these cities in optimizing spatial development pattern，scientifically promote new urbanization and comprehensively overcoming poverty. Then，systematically analysis on the basis，environment and problems forthese TADCs to realize leaping development are conducted. Based on the discussion and analysis，it put forward the emphases such as optimizing the form and layout of urbanization，strengthening industrial supporting capacity，enhancing the city’s comprehensive carrying capacity and management level，as well as orderly pushing forward the agricultural population transfer，to construc effective pathway for these TADCs to realize the leaping development.
