Interactive development has become an inevitable trend of the development of the times. Luoyang，Sanmenxia，Jiaozuo，Jiyuan located in northwest of Henan，geographically close，complementary industries，linked mountains and rivers，convenient transportation，with a good basis for joint development and broad space. At present，the northwest city and Luoyang joint development is still in its infancy，there are problems of central city driving ability weakly，industrial isomorphism and administrative barriers still exist，infrastructure connected level is not high，the internal openness is not enough. In order to promote the interactive development between cities in Northwest Henan and Luoyang，we shall establish a joint development cooperation mechanism，improve the unified and open，competitive and orderly modern market system，the construction of complementary advantages，the joint development of a modern industrial system，strengthening infrastructure interoperability.
