2016年是“十三五”规划实施的开局之年。本报告追踪北京市“1+3”公共文化服务政策的落实情况，梳理2016年北京公共文化服务体系建设的新进展，探讨新形势下北京构建现代公共文化服务体系所面临的主要问题，并提出相应的对策建议。
<<2016 is the first year of the country’s 13th Five-year Plan. This report traces the implementation of the “1 + 3” public cultural service policy system in Beijing，and summarizes Beijing’s construction of public cultural service system of 2016. This report also analyzes the main problems and proposes some countermeasures and suggestions for the development of Beijing Public Cultural Services.
