With relieving non-capital function of Beijing and the coordinated development of the Beijing-Tianjin-Hebei region，Beijing breaks through the dualistic concept of “center/edge”，and as the top down design of cultural space，Beijing reviews the idea on the layout of cultural space and the capital development on the theoretical and cognitive level. This year，Beijing makes the most of the opportunity of relieving non-capital organization，further strengthening its function as a cultural center and status of a famous historical and cultural city，which upgrades the protection of “central axis” represented by the symbolic cultural space.
