2008年9月7日,青岛前湾港保税港正式获批成立,成为中国批准设立的第八个保税港,自2005年6月,截至2010年6月的5年内,我国共建立了14个保税港,足以看到国家对保税港这种新型对外开放模式的重视。本文结合青岛港实际情况及保税港运营模式进行探讨,指出了青岛保税港运营模式的内涵,为青岛保税港的发展提供了理论和实践参考。
<<International logistics especially international transportation has accelerated the globalization. With the increasing of international division of labor,the dependences among countries have been gradually growing,and this also leads to more economic globalization and regional economic integration. The integration has obviously enlarged markets and economy of scale.
The acceleration of international logistics makes ports and industrial estates play more important roles in the world. In addition,the expansion of supply chains among the world has made the rise of ports.
The Qingdao Qianwan bonded port was built on September 7thin2008,which has been the eighth bonded zone. Until 2010 June 14 bonded zones were built in China,and has been a new model for China to open the door to the world. Because of the short period of development of bonded zones,and the lack of experience and scientific instructions,the advantages of bonded zones have not been showed until now. The bonded zones in China learned some successful operation methods from foreign free ports,but they are also different in some aspects. So in this paper we firstly analyzed the successful operation factors of free ports in foreign countries,collating the developing situation of China’s bonded zones. We also discussed practical situations of Qingdao port and the operations model of bonded zone,and finally mentioned the intension of the operation of Qingdao bonded zone to supply some theoretical and practical references for the development of Qingdao bonded zone.
