2016年6月，英国就是否退出欧盟举行全国性公投，结果有超过半数的投票者赞成英国退出欧盟。这一结果令全世界震惊。此次公投不仅将对英国和欧洲一体化的未来发展产生深远影响，而且，它还将英国民主与宪政制度中的各种深层次矛盾和问题暴露无遗，特别是议会主权原则、代议制民主、精英民主政治、政党政治，以及国家统一等涉及宪政制度根本原则的诸多问题。事实上，这些问题存在已久，只不过由于此次公投而得到了集中爆发。但这些问题很难轻易得到解决，因此，此次公投也是对英国民主与宪政秩序的一次重大考验，若解决不好，甚至有可能影响英国的未来前途和命运。
<<In June 2016，the UK held a referendum on its EU membership，with more than half of the voters supporting the UK’s exit of the EU. Such a result sent a shockwave across the world. Brexit will not only exert far-reaching influences on the future of both the UK itself and the European integration，but has exposed the variety of problems entrenched in the UK’s democratic and constitutional system，especially those concerning the principle of parliamentary sovereignty，representative democracy，elite politics and party parties. However，none of these problems can be solved easily. In this sense，the Brexit referendum can be taken as a serious test to the UK’s democratic and constitutional order，which may influence the future destiny of the UK.
