Although the overall unemployment rate in the EU went down consistently in 2016，the employment situation as a whole was still severe and the livelihood of the public became a prominent issue. The Brexit fueled a rising tide of Euroscepticism that was quickly spreading across Europe，which intensified the crisis of identity and legitimacy that the EU was trapped in. The ongoing refugee crisis further worsened the EU social ecology and the terrorist attacks posed great security risks to the EU. In addition，the frequent occurrence of terrorist attacks involving refugees or illegal immigrants has exacerbated the public’s xenophobia.
