2015年,我国文化事业费总量显著增长,各城乡和区域文化事业费也稳步增加;中央对地方文化项目补助资金再创新高;企事业单位和其他社会团体文化建设蓬勃发展;公共文化服务明显改善。党和政府适时出台的各种制度和政策,为我国“十三五”文化建设开创了有利局面。尽管如此,我国文化事业建设依然面临严峻考验。公共文化服务“体系化”程度有待提高,文化发展适应新的经济形势需要一个过程,商业性文化机构开展的文化活动亟须规范,基层文化队伍建设需要加大投入力度。面对困难,党和政府对文化建设事业在强化宏观政策引导的同时,更注重微观层面的资源整合,为切实提升公共文化服务效能做出了不懈的努力。
<<The total amount of fees on cultural undertakings in China has increased significantly in 2015. Such fees in different regions and cities has also increased steadily. The central government’s subsidies for local cultural projects have reached a new level;the cultural construction of enterprises and other social organizations has flourished;and public cultural service has improved remarkably. The CPC and the government timely introduced various policies to help creating a solid foundation of cultural construction during the “13th Five-year” period. Nevertheless,China’s cultural undertakings still face a severe test. Forming a system for public cultural services is still underway. It takes time for the cultural development to adapt to the new economic situation. Commercial cultural institutions and activities still need to be regulated. Increased investment is vastly needed for primary level construction of cultural teams. In the face of such difficulties,the CPC and the government pay more attention to the integration of the micro-level resources,while strengthening the macroeconomic policy guidance. They make unremitting efforts to effectively improve the efficiency of public cultural services.
