日本于2013年决定加入TPP谈判。本文首先认为日本加入谈判的政治背景和动机主要来自以下四个方面：修复日美关系，加强美日同盟；配合美国重返亚洲战略，围堵中国；试图主导环太平洋地区经济合作；压制国内既得利益，摆脱自身危机。其次，本文回顾了日本在野田内阁和安倍内阁时期围绕TPP谈判产生的争议。最后，本文分析了TPP对中国可能产生的影响和中国应该采取的对策。

Japan has decided to join the negotiation of TPP in 2013. This paper，first of all，elucidates that the political background and motivation of Japan’s participation in TPP negotiation stem from the following four respects：repairing relations with US，containing China by echoing the strategy of America’s return to Asia，attempting to dominate the economic cooperation in the Pacific Rim，and pulling itself out of the crisis by suppressing the vested interest at home. And then it reviews the controversies over and the progress of the TPP negotiation under the Noda Regime as well as the Abe Regime. Finally，it unfolds the implications that TPP might bring to China and provides suggestions on China’s countermeasures.
