Protecting the citizens' basic cultural rights and meeting their basic cultural needs are one of the government's important duties. In the construction of Chinese public cultural service system, the government is both the responsible body and the main supply body. The ways of government providing services including providing services to citizens directly or through setting public cultural service agencies and intermediaries, purchasing of social resources, encouraging social forces and citizens to participate in to realize. What need to do now is to deepen the reform, rationally define the government public cultural function and gradually establish a modern public culture management system. <<
