Seventh Session of the Sixth Plenary Session for marking, China's public cultural services system construction faces the historic turning point. In recent years, the main achievements are: the whole social public cultural facilities system initially have been built; the investment of cultural construction have achieved "double" during five years; nearly 50000 public libraries, museums, galleries, public cultural centers and their branches have been opened for free; important cultural projects that benefit the people have significantly brought up public cultural projects and services supply capacity; public cultural services level have been increased obviously; the development of laws and policies have made the breakthrough. In contrast, existing prominent problems are: lack of cultural consciousness for some grassroots party committees and governments; inadequate investment, unbalanced development; facilities imperfection, low level of management and services; talents shortages, unreasonable structure; lack of resources as a whole; imperfect policies and regulations system. The future development direction and main tasks are: the responsibility of leading party committee and government leading responsibility will be further strengthened; the facilities network system will continue to improve; service ability and service efficiency will be improved; the development of urban and rural cultural integration will be speeded up; scale grand and reasonable structure talent team will be built; the system design research will be strengthened, the legal system of public cultural level will be improved; demonstration areas (projects) to create, making demonstration highlands will be promoted. <<
