The problem of rural people’s livelihood in the new normal period is still outstanding. Now，the difficult description of the problem of rural people’s livelihood is accurate，but the mechanism is not in place，lack of problems and social structure of the relevance of positioning and social governance of the comprehensive perspective is often focused on the project management response，resulting in the lack of efficiency and sustainability of rural livelihood issues / repeatability / accessibility. Need to sort out the causes and constraints of rural livelihood issues，the establishment of long-term mechanism needs to restore and re-create the family life and community community social support system. This requires the rural industry format design，the need for priority development of rural public services，the need for resource allocation and village rehabilitation support. Under the conditions of policy support，revitalize the potential resources of rural areas and stimulate the vitality of rural areas，is to restore and enhance the rural livelihood of the social support system of the necessary conditions. Rural social governance needs to bear the basic task of establishing social support system for rural people’s livelihood.
