Based on the development status of voluntary service in China，this article tries to clarify three fundamental issues of voluntary service development including the overall objective，basic idea and management structure through the discussion of social good governance，non-discrimination，top-down control type and bottom-up competition type，and discuss the possible ways for the transition of voluntary service from quantitative to qualitative development.
