The decision of deepening reform in an all-round way made on the Third Session of the 18th Party Congress marked that the reform in China has entered a new stage. It points out that “the overall goal of deepening reform in an all-round way is to improve and develop the system of socialism with Chinese characteristics and to push on the modernization of national governance system and governance capacity”. National governance system includes three major areas in content：government governance，market governance and social governance. Among these，the building of modern social governance system and the forming of modern social governance capacity can be said to be a new idea and task which requires deep-going research. Therefore，the approaches on how to build real modern social governance system should at least be studied from the following perspectives.
