This research begins with the nature of basic public cultural services，standardization and equalization，outlines the policy paths for the standardization and equalization of basic public cultural services in China，collects a considerable amount of data，and comprehensively presents the major achievements in the standardization and equalization of basic public cultural services in Anhui Province from perspectives such as improvement of basic infrastructure，innovation of cultural services，enrichment of cultural lives，and establishment and improvement of cultural standards and norms. Anhui still faces several constraints in its development of public cultural service system，which mainly include small-amount and low-percentage investment，imbalanced distribution of public facility development，inadequate implementation of policies，underdevelopment of policies and regulations，and inadequacy in professional talents both in terms of number and quality. By comparing major practices in developing public cultural service systems of regions such as Zhejiang，Shanghai，and Inner Mongolia，and taking into account local realities，the research proposes constructive advice and recommendations.
