Jinzhai，a famous cradle of revolution and a Nationally Recognized Poor County which has been selected for the Plan of Dabieshan Regional Development and Prioritized Poverty Alleviation，has always been a major battleground of prioritized poverty alleviation not only for Anhui but also for the entire nation，where poverty is large in scale and deep in severity. Poverty alleviation through industries is an inevitable path to lift Jinzhai out of poverty，and constitutes a fundamental means to secure livelihood and achieve development. Photovoltaic industry is an important effort adopted by Jinzhai in the context of complex，difficult and long-term poverty alleviation. As a national pilot county for photovoltaic poverty alleviation，Jinzhai has gained a series of successful experiences during the past few years of development，and become a model and sample for similar poor regions across China. This report makes an in-depth analysis of the background and causes for Jinzhai to conduct photovoltaic poverty alleviation，comprehensively examines the development of its photovoltaic industry，systematically probes into existing problems in the execution of photovoltaic projects，and proposes to-the-point policy recommendations so as to advise the county on photovoltaic poverty alleviation in the hope for better outcomes，and to make photovoltaic poverty alleviation an effective measure to facilitate poverty alleviation.
