Getting Rid of Regional Overall Poverty is helpful for reaching the objective of realizing Well-off society and enhancing people’s acquisition which are the key Henan social and economic goals. To solve the problem of Regional Overall Poverty，we should improve the poverty management pattern，intensify accurate poverty alleviation，detail implementation of classification support policy，explore asset earning support system，strengthen social force，rely on special industries to change poverty，strengthen the human capital investment to alleviate poverty，equalize the basic public services and innovate social governance model to enhance the soft power of poor areas.
