Tongling，a city that derived its name and prosperity from copper，is a typical resource-based city in China. During the past several decades，the main path and feature of Tongling’s municipal development was Three Prioritize’s and Three Ignore’s（prioritize production，ignore living；prioritize quantity，ignore quality；prioritize development，ignore environment），which led to long-term stagnation in municipal construction and social development with accumulated problems and multiple challenges such as near depletion of resources，imbalance of industrial structure，serious environmental pollution，huge ecological deficit，backward infrastructure development，and conspicuous challenges in people’s livelihood. To tackle governance dilemma，and achieve higher quality，more efficient，more just and more sustainable development，since the beginning of 1980’s，Tongling has been constantly promoting the strategy of Four Transformations and One Solution（New transformation of mentality，industrial transformation，track transformation of institutions，positive transformation of environment，and comprehensive solution for problems inherited from the past），and striving to build a happy and beautiful New Tongling，both contributing to enormous achievements in transformative development，coordinated economic，social and ecological development，and preliminary success in establishing an ecological city featuring harmony of production，living and ecology，and proving to be a successful path for a resource-depleted city like Tongling to transform its development.
