本文在全面了解河南省2016年突发事件基本数据的基础上，根据应急表现能力评价原则，以各省辖市2016年实际突发事件及其应急处置为载体，考察河南省2016年各省辖市的应急表现能力。评价结果显示，洛阳、郑州等省辖市应急管理流程规范、使用了先进的管理手段，应急表现能力较强，排名靠前；许昌、周口等省辖市应急管理有明显漏洞、造成重大人员伤亡，应急表现能力较弱，排名靠后。
<<Based on the official data on the emergency management in 2016，according to the principles of performance assessment，the governmental competence on emergency management of the cities in Henan Province was evaluated in this paper. It indicated that Luoyang and Zhengzhou were on the top，while Xuchang and Zhoukou were low-ranked.
