Based on the principle of result oriented，Public view and Policy oriented，the index system of assessing online information disclosure of county government portals was constructed. The quantitative evaluation on the Online Information Disclosure of 101 county government portals was made according to the index system. Results show that YONG CHENG county，ZHE CHENG county，NAN LE city，TAI QIAN Xian county，rank among the top five in Henan Province. The average score on the Online Information Disclosure of county government portals among Henan Province is 57.1，5.6 points higher than last year. Compared with last year，the level of information disclosure of the government portal websites in the He Nan province is gradually narrowing，and the content of the openness is changing from partial openness to full openness，and the quality of publicity has been improved from quantity to quantity and timeliness And detailed synchronization of the direction of development. The study also found that the level of online information disclosure of county government is mainly affected by the level of city government.
