Joining the world cities in 2050 is the development goal of Beijing. Consequently,to build a world-class innovative team of professional and technical talents is the necessary requisition for the goal. The paper compares several professional and technical personnel in other world cities(New York,London and Tokyo),and points out four problems existed in that of Beijing,such as insufficient total,low level,lack of high-end creative talents and low degree of internationalization in talent structure. After detailed research on the innovative talents cultivating systems of other world cities mentioned above,the author proposes six suggestions to achieve the goal,including reform in cultivating systems,giving priority to ensuring input for talents,implementing open recruit strategy,innovating in talent evaluation system,optimizing the incentive and safeguard mechanism and promoting international talents exploitation.
