Based on the theory research of talent effectiveness,the paper tests human resource economic effectiveness in 30 provinces through setting up three-dimensional model. It concludes that talent effectiveness of Beijing is lower and ranks well back in the whole country currently. The author attributes it to mainly two categories:firstly,a large proportion of talents are engaged in public affairs,whose contribution to GDP is not reflected reasonably at present;secondly,the talent structure within different industries and among them is not rational. Finally,combined with the actual situation of Beijing,the author suggests carrying out strategic measures to improve talent effectiveness in the district.
