Community corrections is not only an approach of punishment，but also displays the features and ideologies of social work—serving people and promoting change，and has the nature of social welfare also. When the probation officers are enacting community corrections，they are often confused on the dilemma of dual-nature of community corrections. This paper reviews the relevant literatures that discuss the punishment and welfare nature of community corrections，demonstrates the dynamic of community corrections’ development from its emergence，rehabilitation oriented model to restorative justice oriented model，and summaries the dual-nature of this institution that includes penalty and treatment，supervision and service，judicial punishment and social welfare. The paper indicates probation officer should integrate punishment and welfare，perform different professional roles，and deal with different kinds of work during enacting community corrections.
